Sarandë

Sarandë faces Corfu and is Albania's best-known expat coastal destination. The waterfront, mild southern climate and sea views are compelling. Summer tourism, rapid development and steep neighborhoods need to be tested before committing.

Vlorë

Vlorë has a substantial permanent population and broader year-round infrastructure than smaller Riviera towns. For many retirees it may be Albania's strongest all-around coastal option.

Tirana

Healthcare in Albania

Albania has public healthcare and a growing private sector, especially in Tirana. Pensioner-residence applicants must hold a valid one-year health-insurance policy.

Many expatriates use private clinics for routine and specialist care. Retirees with complex medical needs should investigate access to Tirana or a substantial regional hospital before choosing a remote beach or mountain community.

Buying Property in Albania

Albania's investment agency says there are no restrictions on foreigners purchasing private residential property such as apartments. Agricultural land, woodland, pasture and meadow are different: foreigners generally cannot own these categories, although long leases are possible.

Use an independent Albanian attorney. Verify registration, title, liens, building permits, boundaries and whether the completed property matches the cadastral record.

Property-based residence

Albania also has a temporary residence category based on ownership and use of qualifying real estate. The first permit can be issued for up to one year and renewed while requirements continue to be met. A genuine retiree with qualifying pension income may find the dedicated pensioner category more appropriate.

Taxes and Retirement Income

Immigration residence and tax residence are separate questions. Pension, investment, rental and capital-gain taxation should be reviewed individually before establishing tax residence.
